But On topic...I think the most logical explanation to the question would be that babies simply show those characteristics when they do something out of the ordinary. I think a parent's gonna notice if their baby sneezes out fire or moves the ground when they crawl lol...

The way I see it, the new Avatar is born about a week after the old Avatar dies. The new Avatar is born into the element that comes after the old Avatar in the order of water, earth, fire and air.

i highly doubt there is a set time for when the next avatar is born. my theory is that they must be chosen. if a baby is born about a week later, and he/she wouldn't make a good avatar, then he/she doesnt become one. i think that the cycle could wait for years until they find the person who will make the correct decision for the entire world, despite others teachings, there culture, etc. (aka Aang)
