This is where a second theory comes in. Being as bending has at least some magic in it, it has completely different rules than most other things. As that is so, it could be that when people bonded close enough to the animals that could bend, those animals would trust them enough to give them some of their bending, much in the way that Aang took away Ozai's bending, along with showing them some new moves.
I also wanted to point out something on the Republic City Picture:
If you look in the background, you can see glaciers (or maybe mountains), so I'm going to guess that the Republic City is in the North or South Pole
